​Rebel groups reportedly reached a ceasefire deal with the Syrian government to let rebels leave the besieged city of Aleppo. However, the United Nations has accused the regime of executing civilians as it retakes ground. The UN on Tuesday accused pro-government forces of killing at least 82 civilians inside their homes and in the streets as a “complete meltdown of humanity,” The New York Times reported. Brett McGurk, special presidential envoy to the global coalition against ISIS, said during a White House briefing that the tactics used by Russia to support the regime in Aleppo and across Syria are “beyond the pale” and the US has been involved in an “active effort” to resolve the Aleppo situation. Evacuations under the ceasefire were expected to begin by Wednesday morning, though civilians have been reticent to enter government-held areas. UN Secretary General Ban Ki-moon said Tuesday that the international community has an “immediate task” to stop the carnage in Aleppo.
