The Senate approved an amendment to its version of the Fiscal 2012 defense authorization bill that would give the National Guard Bureau chief a permanent seat on the Joint Chiefs of Staff, Nov. 28, 2011. Sen. Patrick Leahy (D-Vt.) and Sen. Lindsey Graham (R-S.C.) introduced the measure, which had about 70 co-sponsors in total. The Senate's action came despite the unanimous opposition of the sitting service Chiefs and the Joint Chiefs Chairman and vice chairman. Here, Gen. Craig McKinley, NGB chief, testifies in favor of the permanent seat before the Senate Armed Services Committee, Nov. 10, 2011.
