The House adopted a provision for the Fiscal 2011 defense authorization bill that would require the Defense Department to factor "any unfair competitive advantage an offeror may possess," such as unfair aircraft subsidies, in the Air Force's KC-X tanker competition, May 27, 2010. The measure passed 410-8. The Pentagon thus far has kept World Trade Organization rulings on illegal aircraft subsides out of the KC-X competition, but this language would compel it to weigh them in its bid evaluations.
