Senior DOD and Air Force officials on Sept. 24, 2009, conducted briefings for lawmakers on Capitol Hill to outline the new draft request for proposals for the KC-X tanker replacement program. Later that day, officials briefed reporters at the Pentagon. Various lawmakers said they would need time to review the RFP in depth to ensure the Pentagon was indeed, as it maintained, going to run a fair and transparent competition.
