Sen. John McCain (R-Ariz.), ranking member of the Senate Armed Services Committee, introduced an amendment on the Senate floor on Sept. 29, 2009, that would strip the $2.5 billion added to the Senate’s version of the 2010 defense spending bill by the Senate Appropriations Committee to buy 10 C-17s that the Obama Administration did not request and doesn’t want. His measure, if adopted, would redirect those funds to the military's operations and maintenance accounts to boost readiness. Here, 20 C-17s fly over Charleston, S.C., Dec. 21, 2006. At the time, this was the largest-ever C-17 formation to fly from a single base.
