A "Signal Occasion." Continental NORAD Region/1st Air Force has dedicated its new headquarters building at Tyndall AFB, Fla., to retired Maj. Gen. Philip Killey, who served as the first Air National Guard commander to lead the Air Combat Command unit in a federal mission. Here, Killey first speaks to the crowd, with seated (from left to right) Gen. Craig McKinley, director of the National Guard Bureau; Canadian Forces Lt. Gen Charlie Bouchard, NORAD deputy commander; Rep. Allen Boyd (D-Fla.); Ret. Maj Gen. Larry Arnold, the second CONR/1st AF commander; and Maj. Gen. Hank Morrow, current CONR/1st AF commander, who called the ceremonial event a "signal occasion" that served "to honor the achievements and to memorialize the accomplishments of two great general officers." The headquarters center is named for Killey and the roadway leading to it for Arnold.
