Pentagon planners are taking a hard look at the two major theater war planning construct in the current Quadrennial Defense Review, David Ochmanek, deputy assistant secretary of defense for force development, told defense reporters in Washington, D.C., July 28, 2009. Despite some decisions like capping F-22 fighter production at 187 airframes that appear to indicate that the Office of the Secretary of Defense leadership is moving away from the construct, Ochmanek said, “It’s not dead” yet.
