The Air Force has vacancies in about 43 percent of its key acquisition posts, so said Defense Secretary Robert Gates in testimony Jan. 27, 2009, before the Senate Armed Services Committee. That was one of a list of problems plaguing the acquisition process that Gates presented Congress in his first testimony as Defense Secretary for the Obama Administration. (Gates wore his jacket halfway on due to surgery on his arm to repair a torn tendon the week before.)
