"Easy to Finish, but Hard to Find": The war on terror is just the opposite of the Cold War, because in the Cold War the enemy was "easy to find, but hard to finish," while the new enemy—terrorists—are "easy to finish, but hard to find," according to CIA Director Gen. Michael Hayden. In remarks yesterday at a Washington seminar, Hayden said the need for a robust intelligence operation "is paramount" in the post-9/11 world. The speed with which opportunities appear and disappear in today's war "puts a premium on collaboration and flexibility," he declared, adding that he believes the Intelligence Community is "moving in the right direction."
